Abstract
The issue of empowering people with special needs is essential for development. Neglecting empowerment of people with special needs is a waste of human energies, so Egypt took it upon itself to work to enable them to have fair opportunities for education and learning in various disciplines. It means that through the initiative and contribution of educational institutions, teachers of art and design can develop a new learning environment where both special needs and normal students can comfortably integrate and coexist to reach a satisfactory level of collaboration and creativity. This research aims to enable design students with special needs ( hard of hearing) to have fair and equal opportunities to learn graphic design, and to employ modern technologies in advertising design. By presenting mechanisms to achieve this goal, with an application part presented to a sample of students with special abilities to verify the validity of the research hypotheses. This research consists of two sections; first, theoretical framework of the research and includes integrating and empowering students with special abilities, their learning obstacles and difficulties, as well as the mechanisms for achieving this empowerment, and the role of technology in achieving this. While the second topic included an applied part on a group of graphic design students with special abilities (hard of hearing category) to enable them to employ augmented reality technology in converting static advertisement into a moving advertisement, and finally the conclusions reached by the research...رررررر
